Describe the bug
When placing any rail block from UtilitiX in any way other than by hand (such as using the vanilla setblock command or gadgets from the mod "Building Gadgets"), the waterlogged version of the block is placed. The bug is present even when only Forge, LibX and UtilitiX are installed.

How to reproduce

1. Enable cheats
2. Stand on a solid block
3. Type "/setblock ~ ~ ~ utilitix:highspeed_rail" into chat

Expected behavior
The rails should have the "waterlogged: false" blockstate instead of "waterlogged: true"
