Issue description

The behaviour of shulker boats is inconsistent with shulker boxes when broken in creative mode.

Shulker boxes will not drop anything in creative mode (like any other block) if they are empty. However, if a shulker box contains items, it drops itself to prevent the items from being lost.

I think shulker boats should mimic that behaviour. However, currently even filled shulker boats don't drop anything when broken in creative mode.

Steps to reproduce

  1. Go into creative mode.
  2. Place a shulker boat.
  3. Fill it with some items.
  4. Break it.
