Issue description

Assembly of claimed blocks is possible as long as you and the helm are outside the claimed chunks. In addition, assembled blocks are not claimed so you can use this to basically grief claims.

Issue reproduction

Claim a chunk. Have claimed blocks that are assemble-able on the chunk border.
Place a ship helm in the other (non-claimed) chunk so that it contacts the claimed blocks while itself not being claimed.
Shift click and assemble.

Also, it is possible to assemble claimed blocks even when they are not on a chunk border.
The way you do this is by making a ship that is long enough to reach the claimed blocks while the helm is still outside the claimed chunks. Then you bring the ship into the claim until you contact the claimed blocks, dissemble and reassemble.
