It just seems like umbrellas should stop rain from causing weakness. If you don't want normal umbrellas to stop this maybe make a new kind that will. Isn't that what an umbrella is supposed to do?

It isn't the contact with water that causes weakness, but the flowing water. Vampires cannot cross flowing water, even if they don't touch it afaik. At most, this should be a config option that is defaulted off.
