[Bug]: 1.19.2 Vampire Baron not spawning

What happened?
I have tried multiple ways to fix this but when in Vampire Forest the vampire baron is just not spawning, I've tried removing some mods but the issue persists. I have additionally once stumbled on creatures with missing textures.

Reproduce steps
- Join server (private)
- Become vampire level 5
- Go to multiple vampire forests (both day and night)
- Search for an hour
- Only vampires spawn but not baron
