[Bug]: Vampires can't spawn at all

What happened?
Vampires just don't spawn, and can't spawn at all. Even with spawn eggs, they don't spawn (though doing this with a regular vampire spawn egg makes it hiss, though no mob spawns still). No natural spawning, not even in the Vampire Forest.
Vampire creatures aren't affected by this, neither are hunters. Just the vampires.

Reproduce steps
- Load singleplayer world
- Search around for vampires
- Take note that you can't find any on your own
- Go into creative mode and grab a vampire, advanced vamp, or baron egg
- Attempt to place it down, only to see that nothing comes out of them
