[Feature]: "Finisher" skill mob blacklist in config

The finisher moves are, obviously, instakill. This is really OP for killing bosses from another mods that might actually react in different ways when low on health. For example:
True Ending - Ender Dragon Overhaul: The Dragon flies away when it's health is low, which means it requires a final blow to be killed; This is dismissed if you're a Vampire, as you can just kill it when low on health.
There might be more examples for this, but my biggest "whitelist" issue is:
Cracker's Wither Storm Mod: The boss spawns as just a regular wither at the start, which is meelee attackable. However, If you decide to attack it and it's health drops to 30, the Wither automatically jumps into the actual Wither Storm, rendering it invulnerable by normal means and forcing you to do the mod's campaign to defeat it.
HOWEVER, if you're a Vampire, you can totally ignore this health cap, hitting it with a Heartseeker and instantly clearing the entire mod in just a couple of clicks.
This sucks for custom playthroughs with other mods, So my proposition would be to include a "Finisher move mob Blacklist" option near the Vampire Player Skills section, so the mobs in the list are skipped and have to be killed normally.
And if the dev team is ultra-awesome, you can also add a WHITElist so you can instakill non-Vampirism mobs (For example, killing a crimson Mosquito from Alex's Mobs) with a Wooden Stake.
Mod experience
I affects the balance in a negative way, I guess? It's meant to be a debuff for Vampires so they don't insta-kill mobs of your choice.
