Does not seem to proc xp gain or work with ProjectMMO's double ore dropping and xp gain

When using the hammer or shovel, only the center block seems to count for xp dropping and xp gaining mods like ProjectMMO only count the center block for both their xp gain and bonus drops. With tinkerers and ProjectMMO the xp gain is fine, so I am guessing it is more something wrong with Vanilla Tools
