With Tinkers' 1.16 in alpha, it would be good to look into adding the enchantment mechanics as a modifier since Tinkers' tools cannot be enchanted. This is probably pretty easy to accomplish, although the fact that Vein Mining can have a configurable number of levels could be a point of complication.

I've decided that this is a little too awkward to implement given the existence of Tinkers' native Vein Mining hammer. It feels like a subversion of Tinkers' intended mechanics, despite the fact that it would be meant as an integration feature.
