What happened?

While Vein Mining can be applied to tools via a book and anvil, it doesn't appear that way in JEI's "Anvil" tab, nor Just Enough Resources "Enchantments" tab. It also doesn't work with anything that relies on detecting that, such as with the mod Enchanting Machine's Enchanter, which can only put Vein Mining on books.

I'm assuming this is due to the Item List config loading too late for registration purposes? (My knowledge of this stuff is very limited that's just an educated guess)

How do you trigger this bug?

Just check JEI with JER.
Alternatively, with Enchantment Machine Mod:

1. Place an Enchantment Block, with a Disenchanter and Enchanter on either side
2. Disenchant a Vein Mining Book, observe that it appears in the Enchantment Block's Menu
3. Place a tool in the Enchanter and try to put Vein Mining on it. It doesn't appear in the list of possible enchants.
