What happened?

Applicable items list in config is being ignored (whether in server config folder or defaultconfigs; attempted both). I downgraded to 0.12 to make sure I wasn't doing something wrong and things worked as expected.

How do you trigger this bug?

Try to apply a vein mining enchanted book to a quark pickarang at an anvil. Also tried adding minecraft:shears, and nothing.
