This is not possible. Registration can't be affected dby configs otherwise 2 clients with the same mod version won't be able to connect to a server if they have different comfig which is confusing. Best I can do is hardcode a list of problematic blocks in code when people report them or have s tag for stuf that gets hidden from creative
