Unable to locate sign error

Describe the bug, provide any errors
Running Via*-DEV builds on a Spigot 1.16.5 server, a 1.8.9 client shows "Unable to locate sign at..." errors and the signs are empty. The errors don't occur with 1.9.4, 1.12.2, or 1.16.5 clients.
How can we reproduce it?
Spigot 1.16.5 server + 1.8.9 client and some signs.
Expected behaviour
No errors and the signs should show their text.
