Bug Description

Can not see 1.16 - 1.17.1 players in 1.8.8 - 1.16.5 servers with via version and via rewind and via backwards. People on 1.8 - 1.15.2 can see each other and people on 1.8 - 1.15.2 can see people on 1.16 - 1.17.1 but 1.16 - 1.17.1 can not see anyone other than the people in there game version. You can see people on all version when on server version 1.17.1

Steps to Reproduce

Setup a server that is 1.8 - 1.16.5.
Join with 1.16 - 1.17.1 and another 1.8 - 1.15.2 account.

Expected Behavior

be able to see other players.

Additional Server Info

I use paper 1.12.2 and also have another server with the same issue running paper 1.16.5 . I tried without anyother plugins but still did not work.

Checklist

Via plugins are only running on EITHER the backend servers (e.g. Paper) OR the proxy (e.g. BungeeCord), not on both.
I have included a ViaVersion dump.
If applicable, I have included a paste (not a screenshot) of the error.
I have tried the latest build(s) from https://ci.viaversion.com/ and the issue still persists.
