Command block interactions are broken in 1.8->1.9

Server: 1.18.1 spigot
Client: 1.8.9
PLugin Version: 2.0.3 Snapshot
Command block issue - I have to right click the command block twice to view the command. Changing the command does not work.
Command block minecart issue - Changing the command is possible but it is not possible to view the command.
