Bug Description

I have a 1.16.5 minecraft server and all the viaversion plugins (ViaRewind ViaBackward ViaVersion) are installed but its still not working!

Steps to Reproduce

1.install all 3 plugins
2.make sure plugins are working
3.try to join with another version to see plugins are working
4.THIS ERROR! ===> Outdata Client: Im still on 1.16.5!

Expected Behavior

with via version evryone should be able to join my server with any version. but its not working

• I have included a ViaVersion dump.
• If applicable, I have included a paste (not a screenshot) of the error.
• I have tried the latest build(s) from https://ci.viaversion.com/ and the issue still persists.
• I have looked at https://www.spigotmc.org/resources/viarewind-legacy-support.52924/ and it does not offer a fix for my problem

Please update all Via* plugins from https://ci.viaversion.com/.In case the issue still persists send the new dump
