Bug Description

Impossible to install on 1.7.10

Steps to Reproduce

1. install viarewind on 1.7.10 legacy fabric
2. dependent on viafabric
3. viafabric not on 1.7.10

Expected Behavior

there should be no non-existent dependancies

• I have tried the latest build(s) from https://ci.viaversion.com/ and the issue still persists.
• I have looked at https://www.spigotmc.org/resources/viarewind-legacy-support.52924/ and it does not offer a fix for my problem
