Vulkan always runs constantly at double the refresh rate of monitor

Steps to reproduce:
In-game Video Settings:
- Unlimited fps
- Vysnc off
Mods: - Fabric (Mod Loader)
- Vulkan Mod 0.38
- Fabric api
Additional Information:
- Computer: Apple m1 mac mini
- Version: Macos Sonoma 14.2.1
- Monitor has a refresh rate of 60hz
- this issue does not occur on Vulkan Mod 0.36 and Vulkan Mod 0.37
