Config file to allow for filtering of which items are saved

Shouldn't be too difficult, but it'd nice to not have it save like 20 stacks of stone

This is not the solution I'd ultimately aim for but from version 1.1.0 you can now use the wandering_collector:deny item tag.

I'd like to this to be in the config file as well though, so I'm gonna keep this open for now.
