Breaking a global waystone and replacing it keeps global status, but it disappears from the waystone list

Playing on 1.12 with Waystones version 4.0.43.

If a moderator has created a global waystone, and it gets moved from its original position, it not only drops out of the waystone list when replaced, but activating it again only lasts until the player logs off - after logging back in, the waystone no longer shows up in the list.

The waystone appears to persists its global status, as shift-right-clicking it shows a hotbar status message stating the player must be in creative to edit a global waystone.

Please provide exact steps to reproduce the issue (in list form with as much detail as possible), following the description above I am unable to encounter the issue.

I'll see if I can reproduce this issue with one player - we're currently observing this issue on a multiplayer server, and the steps to get to this point are thus unclear. I might try and dump the waystones world storage to see what state the waystone is actually in

This might be related for this ticket. I have placed global waystone to my base. Every time I restart server I have to activate waystone or nobody can teleport to it. I have replaced it many time with creating new, changed location, still happening. This one stone looks like have this problem, all others work just fine.
Using version 4.0.63

The rewrite for Minecraft 1.14 should hopefully fix this issue, but due to the large amount of changes it unfortunately won't be backported to 1.12.
