[1.14.4] Waystones Cost XP not in Configs?

I am using version 1.14.4-5.1.1 and in both the common and client config files, there is no option or line of text for waystones costing XP or not. Am I supposed to add that line and then it would work? If so, do I install it on the client cfg or the common cfg (I would expect it to be the common cfg). I am sorry for any confusion!

The options are in the server config located in the world folder.
