Disabling all costs still costs levels

I've disabled all costs...it works fine besides cross dimension through a waystone where despite having
B:"Global Waystones Cost XP"=false
I:"Dimensional Warp XP Cost"=0
B:"Warp Stone Costs XP"=false
B:"Waystone Costs XP"=false
it still asks for 3 levels regardless... but only on waystone... through Inventory GUI it works as intended
Version: 1.12.2 latest from CurseForge (4.1.0)
