[1.12.2] Waystones keep resetting for SMP players

At seemingly-random intervals on a modded SMP server, players will lose all of their Waystones. There is no error output, no message in console, and no config option that I can find that seems to explain this. The server is running SpongeForge, and has multiple plugins installed. There are a large number of mods also installed, as detailed below.
Is there a way for me to gather more information on this issue? Are there any possible solutions?
