To encourage more usage on portal, server.dimensionalWarp.dimensionalWarp is set to 'DENY' in our server. However, I also hope that some strategies with cd time (such as inventory button, wart stone, etc) will ignore the restriction.
It will be cool if teleport strategies have their own dimensional restriction. Custom rules between strategies as img below will be better.

Feel free to implement it partially, it's just my wishful thinking after all, and i know it's quite difficult and complex.
