Waystones not listing locations, not registering new locations

Describe the Issue
When using waystones, whether they are placed by a player, or naturally forming in my minecraft server, they won't list any new locations. This bug continues to happen even after uninstalling and reinstalling the mod or mod loader. This also continues to happen after updating the mod loader to the current newest version. I've also attempted to make the waystones global, and not global. The bug still happens.
In short, no waystones are showing up in the selection list when right clicking a waystone to use it. Regardless of where or which type of waystone is placed, they don't seem to register at all. This also occurs in other dimensions such as the Nether.

Do you use any performance-enhancing mods (e.g. OptiFine)?
I use optifine, and it seems to have no noticeable effect on the bug.
