Waystones not generating in the Nether even when listed on the dimension allowed listing.

Describe the Issue
I have generated about a crazy amount of new area in The Nether. My mod team and I have not found a single generated waystone in the nether. It is listed on the "Dimensions Allowed" listing (by default). The cloth config ui does not actually change any of the settings. You have to edit the config directly. Whenever waystones spawn in The End and The Overworld 9 times out of 10, it generates 2 waystones about 50 blocks from each other.

Do you use any performance-enhancing mods (e.g. OptiFine)?

I've just tried generating a Nether world with frequency set to 1 and I'm seeing Waystones all over. Can you check if Waystones are spawning at all (e.g. setting frequency to 1 on a test world)? It could also be a mod conflict or waystones just being harder to spot in the Nether.
