Yes, I use Rubidium and friends.

Does it happen without the performance enhancing mods? Does it happen when the waystone is not within view?

The errors in the log are from an incompatibility with the Waila fork you're using, there could be other relevant information in the full logs.

I use Rubidium and it's related mods. The issue persists only in the chunks immediately adjacent to the Waystone.

Does it happen without the performance enhancing mods? Does it happen when the waystone is not within view? Does breaking the waystone (and possibly reloading the world) fix the issue? Is it only that one waystone doing it?

This is very likely unrelated to Waystones.
