Entering waystone with another entity causes the entity to fail to load

Describe the Issue
On entering a waystone in a boat with another entity, you are teleported along with the entity and boat but the entity in the boat does not load, causing glitched blocks. On reloading minecraft the entity is successfully loaded

This seems to happen to any entities that teleport alongside you, but only sometimes. Reproduced the same and similar issues on horses and leads.
