Describe the Issue

Tested on a clean install with only Balm and Waystones present, default configs except for chunksBetweenWildWaystones = 1, and default world settings except for Creative mode.

• Worldgen-placed waystones are completely absent
• Village waystones are placed as expected
• Running /place feature waystones:waystone ~ ~ ~ in Creative works as expected, including preset names with nameGenerationMode = "PRESET_ONLY"
• A similarly clean setup in Fabric doesn't have this issue (Fabric 0.16.2, Fabric-API 0.103.0+1.21.1)

I believe this was also an issue in 1.21, as I don't recall seeing any worldgen waystones there either.
