i modified the Config
general { # If enabled, everyone can create global waystones, not just players in creative mode. B:"Allow Global Waystones for Everyone"=true

i also tried to restart the Server and also recreated the Map. Nothing works. Waystones can only marked as Global in Creative Mode.

UPDATE: Just Update to newest Version...
