Waystone doesn't spawn anymore in villages.

Describe the Issue
Waystone doesn't spawn in village anymore, I visited over 10 villages and no one spawning waystone, even I set the "spawnInVillages" is "FREQUENT". I used Village spawn point sometimes its spawn on another village. But I updated the latest version of both its doesn't work anymore even I don't install another modded village.
