Waystones randomly activate when placed by other players

Describe the Issue

Minecraft Version 1.18.2, Mod Version 10.2.2, Java 17, Arch Linux, KVer 6.16.4, Dedicated Server, 8 Players

After a Player places a waystone (?, not sure about whether this is true, may just happen randomly) it activates for another player by complete random chance

Example:
Player A places a waystone at Y319
Player B finds out that the waystone has been activated for them and another player and noone else, even though they've never been there

Minecraft 1.18.2 is no longer supported, but the only way a waystone would be able to randomly activate for others would be if it was marked as a global waystone.
