[Forge 1.18.1] Waystone mod not respecting cooldown values in config

Describe the Issue
I've set the cooldown in the server config and for whatever reason, those values are not respected. It's seemingly only for the warp stone. We can use a waystone and teleport just fine otherwise.
Below is the current config for the server.

I know it may be a long stretch but maybe something related to #523 even though it's using Fabric instead of Forge?
