Waystoned renamed by a player can't be renamed again by different player

Describe the Issue

waystone was in a village -> player 1 renamed it -> player 2 broke it with pickaxe and picked it up -> player 2 placed it in nether -> waystone has name given by player 1 and player 2 is unable to rename it
waystone gives prompt refusing rename

Did you use a silk touch pickaxe to break the waystone? If so, the owner won't change. Renaming being restricted to owner is also a config option.
