XP config not working on Singleplayer

Describe the Issue
Playing on a singleplayer world. I've edited the waystones-common.toml to have all XP costs as 0.0, but in game, XP is still being charged for transport between waystones. And I have checked it's not just the UI - it does take the level away.

I'm unable to reproduce this even with the exact set of mods and config loaded.
Forge is very quick to reset the entire config file if there's a tiny mistake in it anywhere, is that maybe what could have happened? You'd usually have a
waystones-common.toml.bak
file in the folder then and the actual config file would reset everything to their default. The same also happens when editing a config using Notepad++.
Ah, the config doesn't look like it resets on my end, but I did use Notepad++ so I assume that is the issue. I'll download a new editing program and see what happens.
