Is it possible to add compatibility for NPCs in CustomNPCs to wear them WITHOUT making a patch for CustomNPCs?

You can configure custom entities to support backpacks. This might work for Custom NPCs, too. Just add an entry for the entity type with Render Options. I believe then you should be able to right click them with a backpack in creative mode to equip them.
