Sandstorms spawn in BOP cold desert

I was just playing with Biomes O' Plenty and a sandstorm spawned from a cold desert biome which is snow not sand. It doesn't rain in this biome so I guess Weather2 thinks it's a desert?
This got me thinking though, if you just take the sandstorm effects and recolor them white, we could have blizzards in cold biomes. That would look awesome.
Cool cool, figured some issues would crop up with my desert detection code, will fiddle with BOP testing at some point to look into ways to improve it for other mods.
