Hail doesn't cause damage even when the config is set to true. Also it should make a sound when it hits the roof,ground,glass and water

It should use the 1.7.10 code for hail.

YOU COULD NOT USE 1.7.10 CODE FOR HAIL BECAUSE IT WILL CAUSE RECOMPILATION ERRORS!

He should re implement the code for hail sound and damage but edit it so it supports 1.12.2

On 1.7.10, there would be a sound when hail hits the ground.
