When a tornado is over a biome when it is not near any buildings, it should be able to go F5. Also another suggestion is that if a hurricane is over a big oceon when its in a warm part, it would be able to go cat5. That is a suggestion that I could think of, also when a storm is weakening when it goes over a warm biome or ocean, it should start gaining strength again.
