I think it would be awesome if the Waterworks Rain and Anti-Rain Rockets could effect the weather (on a basic level of course) in a local area, basically, detect if a Rain/Anti-Rain Rocket has been launched and make the local weather system build/lose clouds, more rockets, faster weather change, you would only be able to control whether it rains or not in your local area with them (fun for if the local weather changing would cause a surprise storm or tornado if they don't pay attention to the weather nearby). It would make it an incentive to build weather monitoring stations for early game weather control.
