A user named Sl4shR had asked about it, but it requires editing of class files, which are hard to do. Hopefully you'll implement this in the upcoming version, as it makes it easer for people to create small or giant tornadoes.

I think a config variable called "TornadoSizeBase" would work.

I hope this gets implemented into the next update
