Reduce texture size.

I was looking through a texture atlas and saw that the particle sizes for the extenderrenderer are massive compared to all the other textures. I'm assuming that they are in the atlas for performance reasons, but their sizes don't really make sense. For example, cloud_2 is a 256x version of a 32x texture, and downfall4 has alot of blank space around the particle.
