[1.10.2-1.12.2] Hail does not do any damage to entities

Please fix this bug that hail don't do any damage to entities because we had this bug for a while.

don't forget 1.8.9 also hail has no sound when hitting the ground

Hmm yeah looks like that code was disabled for a while, fixed in 1.12 branch and will be available in next release. Corosauce/CoroUtil@962235e

Wont be fixing for earlier mc versions sorry.
