What do the dimension-specific config options do?

There are four config options that you can configure for each dimension:
- Clouds
- Storms
- Weather
- Effects
I'm having trouble figuring out what the last two do. There is no information on this.
Clouds? Self-explanatory. It's the visual cloud effects.
Storms? I think it's safe to assume that it's the tornadoes and cyclones.
Here's where we get to the unsure ones:
Weather? Is that rain? That's the only thing I can think of, but I can't be sure, because again, there's no information about this online.
Effects? What could that even be? Sandstorms? Tearing up blocks? I don't have a single idea.
It would be very nice if someone could explain me what these do.
Clouds - Can the dimension spawn in clouds in the sky?
Storms - Can the dimension spawn in dangerous storms like tornados or thunderstorms?
Weather - Can rainstorms spawn in this dimension? (More research required)
Effects - Does particles like falling leaves spawn in that dimension?

Clouds - Enable / Disable Cloud Particles
Storms - Thunderstorms, tornadoes, hurricanes, sandstorms, waterspouts. Any natural storm, really.
Weather - I am unsure of this but I am quite sure, almost 99.99% sure that it disables all-weather. Everything. Rain, storms, tornadoes. You get it.
Effects - Weather effects EG: Leaves Falling

That's so strange. Why would the Storms and Weather config both exist if they essentially do the same thing?
