In certain biomes tornadoes and cyclones can't pick up blocks such as the Ice spikes biome.

Tornadoes wont rip up blocks in biomes with high heights in MC code, most of the biomes with 'hill' in their name for example, but looking at the data for ice spikes biome variation it should be plains type, which should rip blocks from, will keep this issue open to keep an eye on this biome.
