Weeping Angel deals no damage under certain conditions (1.18.2) (Mod Version 1.0.2)

In the config files, the weeping angels deal damage if [teleportType = "RANDOM_PLACE"], however, when [teleportType = "DONT"] they seem to deal no damage whatsoever. despite the config file saying they should still deal damage to the player.
If this does work for you, what might be wrong with how I have my config file set up?
(I've changed some base values for the sake of preferance)
-Spawn Weight lowered from 25 to 5
-ChickenGoBoom is Disabled
-Set movement speed from 0.2 to 0.4
-Block Breaking set to false
-set teleport to “DONT”
