[Feature]: weaker werewolves

What?
I'm surprised no one has noticed this but a raging beast werewolf deals a full six more damage then a raging vampire which is WAY too strong. I think they should receive either a HARD nerf to durability, or a nerf to damage as they are way too powerful I do think that #188 would integrate well here. Perhaps a more fair form would be the usual, on a full moon they return to a power level similar to this (although a little weaker to make sure they don't just annihilate everyone) and on a new moon they would be a little weaker then hunters and vampires

I think this would help balance them in comparison to the other factions and if you add my suggestion concerning #188 it would add some more Combat strategy with werewolves timing their attacks to be at their most powerful and Hiding on a new moon to prevent being annihilated by the other factions.
