Weird generic.attack_damage attribute value on this mob

In the structure "bandit tower" a skeleton has an attribute value of 26 on the minecraft:generic.attack_damage attribute, which is very high even compared to the other mobs in the structure which do not exceed 13.
I wonder if this damage is planned or is it a bug? Knowing that his sword is only Sharpness 3 i.e. 6 damage, what makes his damage as strong is the base attack attribute which is at 20.
With protection 4 netherite armor, the two shot is inevitable. I have no problem if it's intended, I just wanted to make sure.
The spawner in question is located in "minecraft:bandit_towers_skeleton_assassin_1" on a structure block.
Tested on version 2.1.51 on Fabric, but I think this is the case on newer versions.
