Turning off wind particles doesn't seem to work

Description of the Bug Encountered
I set windParticles and windDisturbanceParticles to false and I'm still seeing these white things

Fabric 1.21.4

The config works just fine on 1.21.1
Would you mind testing 1.21.1 on your end?

I think this is caused by setting windParticleFrequency or maybe windParticleSpawnAttempts to 0
