Dandelions don't generate anymore in Flower Forest biome

Steps To Reproduce

  1. Find a Flower Forest biome
  2. Check there are no dandelions
  3. This happens with or without the new WW flower generation (see images attached)

Additional context
This was done with the same world seed. I honestly think it has to be with seeding dandelions, but could be wrong.
